"Kosher" pertains to the Jewish dietary laws.
Naturally, every producer is interested in expanding its potential customer base, that is why they try to make arrangements to have their products Kosher certified.
This involves a detailed examination of their production line by the appointed representatives from a particular Kosher certification authority.
If the product complies with stringent Kosher requirements, the Kosher certification is awarded to it.

That's how an actual Kosher certificate looks like. Here is the text of it:

The most common Kosher certification markings are "K" and "U" in a circle, you can see them on many packaged food items, just like on this label of a concentrated grape juice

According to the label on the picture below, the juice in that drum was squeezed from the Red 600 grapes.
The number "600" reflects maturational classification of a grape variety. "600" is one of the "ultra-early" grape varieties, which requires 110 to 135 days to mature.

"OU" means "Orthodox Union" and is one of the Kosher certification symbols

This is also from a Chinese producer, which produces Kosher certified apple juice concentrate.
I do not know whether Kosher dietary laws prohibit using of fluoridated water to reconstitute juice concentrate or to prepare food. (Obviously, if such prohibition does exist, it can only be an interpretation of the original set of dietary laws, in view of the current situation and current knowledge of the subject-matter)
